Gong is a Chinese alleged to be working in Kenya illegally as a supervisor in the Material / Laboratory department at Zhonghmei Eng. Group that’s contracted by Bungoma County government to upgrade the Kanduyi- Musikoma road to a dual carriageway. Short but harsh dictator-immigrant is a man of few words to locals since he deems them as low class most of them being casuals.

The figures on the payroll document provided does not reflect the true picture of things

  • He has been in Kenya for about 2.5 years in Kenya
  • Has No known valid work permit,
  • Previously worked in Kakamega, where he was a bully to the point Mr Sidayi the site engineer intervened threatening kicking him out of the site in public interest.
  • He on 25th Nov 2020 verbally fired Mulongo a youth for requesting to be paid his dues
  • Gong upon receiving the request from Mulongo went on the attack blaming Mulongo of not putting on a mask before summarily dismissing the poor Musikoma resident saying “I don’t want to see you here again”
  • The youth was the following day informed by the HR officer Mr. Simon Mutambo that he was under instructions to dismiss him without notice and/or dismissal letter
  • The Chinese is said to have gagged employees from two departments inspectorate and contractor
  • He has installed a bed in his office at the Public Works offices (Kanduyi) where he rests after inspecting work
  • The Chinese illegally drives a double cabin pickup KBU X70 on Kenyan roads without a valid driving licence
  • Spends ¾ of his working time resting on his bed stationed in the office
  • Very abusive and dismissive
  • He is fond of firing employees whenever they RIGHTFULLY demand/request for something
  • Ezekiel Osaki and Fuastine Wafula; Fired without notice
  • Anifa and Pamela; Were expectant and were allowed maternity leave before Pamela was re-employed after delivery and not Anita

According to Casuals are expected to earn 51 bob per hour

NO JOB CARDS; Working hours noted, helps in tabulation of working hours and therefore salary/wages… in the absence of this employee’s salary/wages have NOT been constant even if everything else remains constant.

NSSF; The company does not top up NHIF deductions… For example, out of the Kshs. 1,100 deducted from the employees, the company is expected to double that amount to 2200… meaning the total remittance to NSSF is 2200

  • Well, Gong deducts the whole Kshs. 2,200 from the employees with the company adding zero

NHIF inconsistency; Initially remittance was Kshs. 600 per employee, but was later without notice reduced to 300–400

  • Gong pays any figure he feels like and fires anyone who dare ask a valid question(s) in that regard

Alfred an employee quit his job yesterday allegedly due to inconsistency in his peanut salary on top of being overworked and absence of an option to air grievances

Simon Mutambo the Human Resource officer who is a local was initially thought/seen as a possible savior for locals turned out to be the most useless and clawless individual always dancing to the tune of the pre-colonial masters and the expense of justice for his own people.

ARRESTED FOR LACK OF PROPER DOCUMENTATION;

Mr. Zeng’ a Chinese in charge of Musikoma stone mining quarry and another Chinese nicknamed tall-tall in charge of workshop were allegedly arrested by immigration officers in May 2020 and released after Mr. Lee (production manager) and Mr. Fan (Finance officer) initiated negotiations which saw them part with $ for their freedom. Lee and Fan are now working in Ahero

Zeng’, Tall-tall and Gong were supposed to exit the Country in March but took advantage to stay around following the Covid-19 outbreak. The project manager Mr. Wang who is an associate to Wangamati is very protective of the Chinese nationals.

Tall-tall a mechanic in the workshop once assaulted an employee at work leading to an uproar that saw him temporary transfer to Unguja before returning to Bungoma.

Leave pay is peanuts as opposed to the required amount

The dual carriage employees have raised enough complains to their leaders who they thought would assist them being fellow locals in vain. It is said that the CEC whenever told refers any complainant to Chief Officer roads, Mr. Marango who also refers to site engineer Moses and Mutambo who are literary powerless and therefore opts to give mentions after mentions as employees are frustrated and finally fired.

Dual Carriage news round-up;

  • A driver has been given a warning letter after arriving 7 minutes late. His “kuna Jam” excuse landed on deaf ears
  • August Eliud Mukweri allegedly quit his job after the Chinese in partnership with local officers COOKED request forms that lied about the progress of the road. This forced two only two officers instead of three to sign for the release of funds for progress not made; materials officer and Benjamin the surveyor
  • The construction site has No chief surveyor
  • The Company doing the culverts running on the right side belongs to Wang (Wangamatis friend). The supervisor is a Kikuyu
  • An employee found Syphoning fuel was arrested yesterday 3.4.2020 and is currently in Bungoma police cells. The Chinese have refused to pay him his November salary that he wishes to use to pay cash bail.

  • After seeking a rejoinder, the public works depart chose to absorb Mulongo to protect the Chinese meaning the County govt. and/or someone in the county govt has huge stakes in Zhonghmei Eng. Group
  • I was also given a document that “shows” how Zhonghmei Eng. Group pays/remits (see attached) … The problem with it is whatever is on that paper has been disputed by the employees who say does not reflect EXACTLY what employees earn…
  • The figures on the payroll document and the actual take-home (pay) are totally different
  • My source says the ID. Card attached herein stands a high chance of being fake if
  • #iKUWEiKUWE confirms that no JOB CARDS are ever given and Salaries are not Consistent
  • The company is robbing locals through creating confusion via inconsistencies in salary and absence of job cards.
  • By this article #iKUWEiKUWE therefore requests the relevant arms of government to move with speed to look into the following concerns;
    1. Ensure remunerations are properly done
    2. Job cards must be availed, properly filled and stored with copies given to employees at end of month as they collect salary
    3. The figures appearing on the Payroll should tally with what is paid and importantly so the working hours
    4. NSSF deductions visa vie remittance … is a big concern
    5. Are PAYE deductions duly remitted?
    6. Gong, Tall-tall ought to treat our brothers and sisters fairly
    7. Zhonghmei Eng. Group pays its required share of NSSF remittance
    8. Foreigners should be here legally
    9. Switching staff between Bungoma and Ahero projects is a well calculated plan to cover their corrupt deals
