County Executive fails to table the Supplementary budget as Bungoma MCAs break for Dec. holidays

EXECUTIVE FAILS TO TABLE THE SUPPLEMENTARY BUDGET AS THE COUNTY ASSEMBLY GOES ON RECESS

The County Assembly of Bungoma went on recess Thursday, 10th Dec 2020 to allow them join their families, friends and constituents in the December holiday celebrations upto 12th Jan 2020. It had earlier postponed its break from 7th Dec to allow the executive more time to table the supplementary budget in vain.

Supplementary Budget being request for additional funds by Ministries and Departments during the course of the year was supposed to have been tabled by the executive in the months of July-Sep 2020 but up to date nothing has been forthcoming. The first supplementary budget normally comes in the first quarter of the year and whose objective is to roll over development funds that were committed in financial year.

The Executive has for a few months now been unable to balance books following massive diversion of funds to Wangamati’s areas of interest a move that greatly affected payment of Ward Projects Contractors among others.

Dangers of supplementary budget delays;

  • Unappropriated funds tend to be expended but by the time the supplementary budget is tabled it brings about vote-head variances/differences

It is alleged that Wangamati has instructed all Ministries to make sure they “contribute” funds towards employment of village admins. This has been a herculean task for the past 5 months… Yesterday a ministry accountant informed #iKUWEiKUWE Updates he feels like he is working in a private company where instructions are issued is so pedestrian

Ghost workers;

The Assembly has been eagerly waiting for the County Payroll in vain and is now preparing to reject some allocations should the govt fail to produce before or with the supplementary budget. The Assembly fears that the County govt of Bungoma has too many ghost workers and the executive seems to have been pocketing this money. The revelation of these ghost workers spells doom for the executive

Casual Workers;

The executive is said to have colluded with the Workers’ Union and Casulas leaders to allow Wangamati have his team of ‘workers’ irregularly and unfairly incorporated in exchange the union bosses were allowed to unprocedurally, irregularly and unfairly recruit their own workers as Casual leaders got handouts and full gains as ordered by the court at the expense of the deserving employees who have been working for over 19 months now without pay

  • This regime is characterised by such delays… We’ll hear them cry wolf when they run out of time and therefore at loggerheads with the assembly
  • Si Wangamati alisema… All projects ni zake? Utapata contractors fall for his lies that the Assembly has not passed the budget…
  • Get this; The assembly has not received the supplementary budget proposals
  • Wangamati risks having most of his programs declined by the Assembly
  • Wangamati’s priorities are;
  1. Ford Kenya leadership
  2. Dual Carriage
  3. Bungoma & Sirisia Hospitals
  4. Limotole mashinani (100bob handouts)

 

  • Gov. Wangamati should stop the numerous FAKE ‘verification’ exercises that are meant to discourage genuine casuals and ultimately replace them of the executives slayroyals, relatives and friends. The exercise that was conducted at Mabanga from 30th Nov. 2020 was and still remains INVALID… Which verification exercise is conducted by corridor employees as opposed to the County Public Service Board (CPSB) … still Wangamati is unable to pay Casuals with millions of their monies doing business at the Bank
  • What does the Mabanga ‘verification’ exercise say about the one previously conducted by the County Public Service Board (CPSB) at KIE
