MCAs who attended yesterday’s kangaroo meeting at the Governor’s residence

“Good morning members.

The names of the MCAs who attended yesterday kangaroo meeting on 23rd May 2020 at the Governor’s residence at Nalutiri Village next to Ndengelwa Market are as follows:

1. Hon. Florence Wekesa Fulano, Maeni Ward.
2.Hon. Chrispus Wamusayi Simiyu, Siboti Ward.
3. Hon. Everlyne Mutyembu, Malakisi South Kulisiru Ward.

4. Hon. Milly Masungo, Misikhu Ward.

5. Hon. Ali Machani alias Balala, Maraka Ward

6. Hon. Joram, Bukembe East Ward.

7. Hon. Stephen Wafula, Mitua/ Milima Ward.

8. Hon. Joan Lutukayi, Kabuywe Ward.

I am duly informed that the County President was personallly walking around with a list soliciting for their signatures to retain the impugned County Assembly leadership that was recently dethroned.

He dished out 5000/- each to be taken to all the Ford Kenya Party MCAs who did not turn up for the kangaroo meeting at his Nalutiri home. The MCA given that task of handling the bribe for the Ford Kenya Party MCAs was none other than the vocal MCA for Misikhu Ward, Milly Masungo.

The Governor’s again counted 7000/- for each of the MCAs from the ODM wing who did not turn up and gave to Hon. Ali Machani Mutoka alias Balala.

He promised to give them more money and goodies if they can help him get at least 2/3 signatures from the remaining MCAs to stop change of leadership in the County Assembly of Bungoma.

He said he will use all means including to manipulate and coerce the defiant MCAs to turn royal to him and maintain the status quo in the County Assembly leadership.

That those who do not cooperate will be frustrated and have their Ward Development Fund withheld.

I am duly informed that the County CEO has vowed not to recognize, respect and work with the new sworn in County Assembly Leadership led by Hon.Joseph Juma Nyongesa of Tuti Marakaru, Deputised by Hon. Elizabeth Tindi of Tongaren in the position of the Leader of Majority and Hon. Meshack Simiyu alias Museveni of Mukuyuni Ward, Deputised by Hon. Joseph Maguda of Township Ward in the position of Chief Whip and Deputy, respectively.

Time for the County Assembly to put their individual difference and unite for the sake of safeguarding the independence and integrity of this Constitutional organ of the state is now or never.

The County Assembly must now jelously safeguard the Principles and practice of Seperation of power between the county Legislature and county Executive Committee as stipulated in Articles 175, 176, 180,181,182,183,185,196& 196 of the Constitution of Kenya,2010 as read together with various Sections of the County Government Act,2012, particularly Section 9.

The MCAs must demonstrate to their voters and the general county citizenry of Bungoma and the entire public that they are worthy to be trusted with their common interests.

That the MCAs must also demonstrate that their ultimate agenda and interest is to perform their cardinal roles and responsibilities of representation, legislation and oversight without fear or favour.

The county citizens and your electorates are watching you individually and collectively to remain faithful to the social contract you signed with them on 8th August 2017.

We shall revisit and remind you and your electorates at the prime time in 2022.

We shall visit each of your ward to remind the voters of your fulfilment of your pledges to them and your performance.

I seek solance on this Sunday from the biblical wisdom in the book of Romans 14: 12-14. Each of you will give an account of his or her performance in the second County Assembly of Bungoma.

Hon. Members of the County Assembly can you ensure that justice flow like an ever ending stream in Bungoma for the sake of the oppressed and exploited residents, who are experiencing bad leadership, hicked fee for the renewal and acquisition of a new Single Business Permit.

The County is at the crossroads with run away corruption, negative publicity and riddled with misappropriation and mismanagement of public resources.

For posterity I wind up by saying no individual leader elected or nominated has the title deed for Bungoma County. He or she should not manage this county of plenty as if it was his or her private company or enterprise.

To Governor WWW and your County Executive Committee and duty bearers, time has come when you should squanter your pride and begin showing some respect to elected and nominated MCAs for the sake of creating, nurturing, fostering and sustaining representatives democracy in our county.

You must also begin to acknowledge and respect the sovereignty of the County Citizens of Bungoma.

You and your County Executive must respect the independence and legal authority of the County Assembly Members.

It is time to adhere to the principle of rule of law, transparency and accountability in all your transactions for and on behalf of the County Citizens.

To the County Citizens I wish to remind you that the time to speak out and stand up for your rights as duty bearers is now or never. We live for a reason and in season.
Life is not permanent and we should be asking ourselves what is my contribution or legacy on matter earth.

You must be ready to be remembered for either good or bad deeds.

There is no middle ground here or pagatory. Share your viewpoints and perspectives with us while you are alive for you are long dead.

Leaders come and go but. Bungoma shall remain. What kind of legacy will you as the MCA, CECM or Governor be remembered for after you depart from the leadership scene.

There is plenty for all of us here in Bungoma, except for the greedy and selfish ones.
