The condition of the public and staff toilets at Bungoma Public Works offices has worsened as staff/visitors continue to complain about poor management under the leadership of Governor Wycliffe Wangamati. He has been defending one Mr. Humphrey Silungu, who directs and controls finances worth of millions known as Bill one. Mr. Silungu and his cartel pockets all *bill one* funds and no one questions how or where the money disappears to. The guy can’t even renovate the offices whose ceiling boards are falling down daily.
According to our informer, Mr. Silungu brags about how contracts in the ministry of roads are being shared among the big 5 contractors in Bungoma and they determine who to award a contract. A contractor who shared with us the story indicated that over years Mr. Silungu doesn’t sign any document for payment without getting his commission upfront. The payment problems witnessed over time do not originate from the roads ministry but from specifically the public works depart. It is now 3 years since the toilets filled up and due to lack of proper maintenance grass has over grown making it inaccessible by staff and guest.
The public is asking why the governor’s reshuffle does not includes Mr. Silungu, simply because he keeps bragging how he shares the money (bill one) with the governor.
