Jemimah Temko Pkomu a KNUT official from Mt. Elgon Constituency has angrily reacted to a video that recently went viral where the director and advisor to Bungoma Governor Wycliffe Wangamati on matters special program Mrs. Caroline Buyela was captured saying she has no business taking goodies to Mt. Elgon for they are strangers who are of no importance to her and Wangamati’s re-election.

in the video clip; Buyela indicated that all she cares most about was Wangamati’s reelection wondering why some people find it wrong when she does meet-the-people-tours within Webuye East where she has announced her interest in the parliamentary seat. She announced that she comes from the neighboring Magemo area and will therefore not bother going all the way to Mt. Elgon where she is a stranger to the sabaots. She also insisted that her frequent visits are purposed at ensuring that come 2022 she will remind residents of the goodies she brought in a bid to secure a Wangamati-win.

In response Jemimah asked Carol to seek “lighter duties” for the one she was tasked to do was proving to be too much for her. Speaking during one of women group meetings the KNUT official reminded Carol that as a Woman leader and stakeholder in Mt Elgon Constituency she was offended by her sentiments. Jemimah demanded that Caro apologizes before getting proper orientation as she takes up lighter duties.

Elgon is part and parcel of Bungoma… We have been wondering why we have been sidelined as a region… We were born here, we live here and we don’t regret being residents of this mountain… God found it fit to place us here… Tunamwambia kuwa hatumtaki, abaki huko na hiyo special program yake… Other parts of the county have benefited immensely from this regime and we are aware as a region that the Wangamati regime sidelines us. We don’t want divisive politics… We are requesting governor Wangamati to allocate her lighter duties… You should be ashamed of yourself (Caro)… next time mind what comes out of your mouth”

Carol Buyela lays bare her frustrations;

In a rejoinder; Caro Buyela acknowledged having said that in 2019 but added that the video clip was edited to capture certain interests. She reckoned that people who are scared of her political drive are out to sell propaganda just to taint her otherwise good name. Her sentiments in that clip were in response to a comment by CO Planning Mr. Martin who Carol thinks said it out of ignorance since as a senior planning county official he should have known the county has allocated no single cent to her depart. for such errands.

In 2019 I came up with a 6 point work-plan to upgrade all grass thatched houses in the county, mentoring young girls on early pregnancies and anti-jigger campaign among others but the executive denied me funds for reasons best known to them… CECM Esther Wamalwa is the one who manages the emergency fund

“I ran a skeleton of a department; I have NEVER been allocated any funds from the emergency kitty, never been assigned a vehicle and/or no fuel for my car as imagined by the public… I use my own money to advance Carol Buyela Foundation programs, money I get from my businesses… All I get from the special programs office is a salary and allowances (Kshs. 5,000 per sitting) from Disaster Management Committee where I sit as a secretary, Committees sittings that only happen once in a month. Due to financial constraints we have not had Committee sittings for the last 2 months”

Carol concluded by posing a question; CO Health ~ Patrick Wandili, CECM Agric ~ Makanda Mukisu and CECM roads ~ Collins Mukhongo are executives in this government who run huge budgets and only visit areas away from their backyards only when on official duty, but haven’t you seen them retreat to their backyards where they have political interest to sponsor private programs?? … I have suffered in this government…

Facts; Special program and emergency fund are two different things;

  • The Secretary to the Disaster Management Committee Mrs. Carol Buyela receives requisitions from ward administrators. The Committee chair is the CECM Public Administration
  •  Carol then makes a requisition to the CECM Finance Mrs. Esther Wamalwa who then approves, rejects and/or issues advise. At this point the committees work over
  • If approved, CECM Finance then sends the requisition to the relevant depart to execute the remaining procedures of procurement and implementation.
  • In short; The CECM Finance is the one who manages the emergency funds.
