Bungoma County Executive has been at loggerheads with the Assembly over the tabling of the supplementary and the main budget but what led them to the Senate is the deliberate delays in approving and forwarding the Assembly’s requisition by the executive on Governor wangamati’s orders and therefore delay of the May salaries. Wangamati skipped the first invite forcing the Senate to issue summons to appear today Thursday, 24 June 2021 in person. Again, the County CEO declined appearing in person citing Covid-19 upsurge in the region. Forcing the committee to opt for a virtual meeting.

At one time back in May the Controller of budget Dr. Margaret Nyakang’o was only furnished with a 391 million requisition from the executive for salaries at the Executive leaving out the Assembly’s requisition. This raised eyebrows prompting her to demand for answers from the County Executive

Thursday, 24 June 2021 Virtual meeting

The meeting started with Bungoma Senator Moses Wetangula and his Makueni Counterpart Senator Mutula Kilonzo Jnr insisting that the meeting halted since the summons demanded that the governor appears in person and therefore they’d be setting bad precedence if they allowed the virtual meeting instead but interventions from Sen. Ochillo Ayako and Omanga prevailed on the committee to only listen to the Controller of budget

“391million meant for May Salaries were released on 28th May 2021 but the money was used to pay suppliers and individuals… Money has been misapplied and therefore misused amounting to violating provisions of the PFMA act …Salaries to County Assembly were paid on 14 June 2021  after the Assembly made a formal complaint to the senate on 2nd of June 2021″

At only point a visibly angry Wangamati tried to defend himself by saying the Controller of budget wasn’t giving the correct info but the committee asked him to prepare a defense next week

  • Today, in his angry response I did NOT hear him say he needs the Assembly to appropriate the amount he is holding onto so as to spend it…
  • So Wangamati held on salaries of the executive while making a late approval of the Assembly requisition so that it would create a “sponsored” public outcry… why MCAs had earned and not other employees. No wonder bodabodas were asked to prepare for a demo
  • Wangamati should pay salaries without further delays
