CAPACITY BUILDING TO ENHANCE EFFICIENCY OF INTERNAL AUDITORS
The capacity building of Busia County Internal Auditors executed by officers from the National Treasury will enhance efficiency of the officers and ensure proper utilization of resources.
Addressing the press on the sidelines of Busia County Internal Auditors’ Workshop at Rastopark Hotel on Tuesday, Mr Stephen Makau, an auditor, said more training is needed for recently employed internal auditors to make them more vibrant while discharging their mandate.
However, Mr Makau said the internal audit function needs to be well financed to execute its mandate.
“Lack of budget line for internal audit function is making it not function well because of resource limitation, he said, adding that National Treasury might not be having much impact in financing internal audit functions but the onus lies on county governments which directly engage in budget making processes.

He added, ” County governments can look for better allocation from the National Treasury and utilize part of it to finance the audit function; that way the function will perform better to the satisfaction of county governments.”
Makau said the formation of County Audit Committee headed by CPA George Otieno should help push for resource allocation to internal audit function to make it vibrant in its operations.
” There were only four internal veteran auditors in the County ( CFE Patrick Abwaku, CPA Zadock Koech, Stephen Omadiri and Seth Imbisi). The recent employment of more internal auditors is a move in the right direction,” he said.
He told the auditors to relate well with the management including CECM for Finance, other CECs and accounting officers. He also challenged them not to take internal audit in old way which likened them to policemen.
