4 Vihiga CECMs obtain Court orders against their dismissal

On Monday, 21 June 2021 Vihiga Governor Dr. Wilber Ottichilo announced a major Cabinet reshuffle that saw the dismissal of four County Executive Committee Members (CECMs) as well as redeployment of other CECMs and Chief Officers (COs). The four dissatisfied CECMs have since moved Court objecting to the impeachment, sacking and have therefore obtained stay orders pending a determination of their application by the Court.

On Thursday, 18 June 2021 the County Assembly of Vihiga had passed impeachment motions against four CECMs on various grounds;

  1. CECM Depart. of Trade, Industry, Entrepreneurship and Tourism – Eng. Kenneth Elavuna Keseko… on the grounds of abuse of office
  2. CECM Depart. of Administration and Coordination of County Affairs – Hon. Pamela Mbagaya Kimwele… on the grounds of abuse of office
  3. Paul Mbuni – CECM Department of Physical planning, lands and Housing on allegations of nepotism where he allegedly employed his son Martin and also for being incompetent where he allegedly lacked accountability and complete understanding of what goes on in his office
  4. Amos Kutwa – CECM Department of Health – alleged as having failed to curb the unrest of Health Workers, degradation of VCRH from level 5 to 4, failure to implement County Assembly approvals, over recruitment of health workers and delayed salaries of workers.

Following their dismissal the 4 moved to court securing the following orders;
