SUBJECT: LOSS/ DAMAGE OF GOVERNMENT STORES (HAND CUFF)
REFER MY OB. NO.; 21/16/3/2021 AT 1410HRS.
It was reported by the area Assistant Chief South Kanyabala Mr. Isaiah Ouma Okello c/o Tel. 0714546830 that on 14/3/2021 at around 2300hrs he went to effect an arrest of a motorcycle theft suspect at Ruga area map Ref. Xq 645295 about 8kms North West of the station. He managed to hand cuff the suspect namely Apollos Opiyo Andal alias Apus but unfortunately the suspect overpowered him and escaped with the handcuffs serial number unknown. Efforts to trace the suspect bore no fruits until 04/4/2021 when he resurfaced having already damaged the cuffs. He had managed to cut the handcuffs from his right hand but the one on his left hand had seriously injured the wrist by sinking firmly deep into the flesh around the wrist. He was rushed to Homabay County Referral Hospital by his father Mr. Amos Andal and the Assistant Chief where he is still admitted for medical attention. He was today 05/4/2021 visited by Police Officers from Homabay Police Station who tried to remove the cuffs without any success. Progress report to follow.
