On 17th Nov. 2020 the Public Administration and ICT committee addressed the press over matters Village admin’s employment, where they shocked the World by indicating that Bungoma governor Wycliffe Wangamati intends to pay the yet to be employed Village Administrators using money meant for Pensions and Gratuity. The Committee members led by their Chairman, Hon. Majimbo of Khalaba ward also threatened to take disciplinary measures against the County Public Service Board (CPSB) Secretary citing incompetence
At the beginning of the interrogation Mr. Joseph Makata who is the Secretary to Bungoma County Public Service Board walked in armed with a letter written by Mr. Makhandia the Chief Officer Economic Development where Budget matters are domiciled with the intention of stopping the exercise. It had been forward by Mr. Richard Sabwami the CECM Public Service Management and Administration purporting that there existed a court order restraining the County Assembly from interrogating any member of the Service Board… A move that fell on deaf ears for he was informed that the said document wasn’t a court order itself forcing him to sit, take an oath and get interrogated.
Having taken off on a wrong footing the CPSB Secretary jumped from the frying pan to the fire after he was asked if the recruitment exercise of village admins was in progress. The seemingly unprepared and cornered advisor to the CPSB mumbled words severally before saying “I don’t know”
TRANSFER OF PENSION FUNDS;
While interviewing the Secretary to the CPSB based on the correspondence from the Chief Officer (CO) Economic planning Mr. Makhandia, a letter the CO had written to the CECM Public Service management… the same letter forwarded to the CPSB declaring intent and ability to employ village admin. In that letter the Chief Officer indicates that he has funds transfered from Finance depart that had initially been budgeted for Pension and gratuity.
FLASHBACK; The Executive had requested at the budget making stage that the assembly allocates funds for Pension and gratuity which was then in arrears. For almost 3 years the county govt. of Bungoma had failed to remit Pension and Gratuity funds to relevant statutory bodies…. Now it looks like there was zero intention to use the funds for Pension.
If these monies are in the middle of the financial year removed from the Pension kitty which is under the Finance depart, money that was appropriated to pay off the accumulated arrears of the Pension and gratuity then the county would have denied deserving and long serving employees their rightful take-home package
CHIEF OFFICER SUMMONED TO SHADE LIGHT;
The Chief Officer (CO) Economic planning Mr. Makhandia has therefore been summoned to appear before the Public Administration committee on Tuesday, November 24, 2020 to shade more light on the movement of the Pension money which is contrary to the PFMA ACT that demands; One can’t move funds from one department to another without the authority from the assembly.
PUBLIC PETITION AGAINST THE IRREGULAR EMPLOYMENT OF VILLAGE ADMINS
On 6th Nov 2020 Mr John Khaoya moved to the Employment and Labour Relations Court seeking to stop the recruitment process.

In the interrogation #iKUWEiKUWE also learnt that the CPSB is mostly comprised of the elderly; 58 years and above with a few clocking 65
It was also noted that the CPSB is obviously NOT working independently as the law demands;
- The board met the executive on Monday 14th Nov 2020 to deliberate on among other things how they were going to handle assembly summons, summons that were strictly for the service board and not the executive…
- The online communication by Director Communications Mr. Tim Machi purporting to exonerate the CPSB secretary over any claims is evidence enough that the Service Board is being controlled and therefore defended by the executive… When did Machi become the Communications person for the Board????
