Advised by concerns raised by the auditor general on the bulkness of the previous cabinet and his role as the Chairman to the Council of Governors,,, Oparanya has found it fit to downsize his cabinet in line with the recommendations received and subsequently allow his deputy take up the role of supervising all Ministries as opposed to one ministry he used to handle… a move that has been seen as strategic towards service delivery

H.E OPARANYA RESHUFFLES HIS EXECUTIVE TO BOOST SERVICE DELIVERY.

Kakamega, 30th July 2020 (GPU).

Governor Wycliffe Oparanya has reshuffled his Executive Committee to enhance effective service delivery.

While addressing media at the County Headquarters, he announced that he has amalgamated Finance and Planning docket with ICT, e-Government and Communication into Finance, Planning and ICT to be headed by Dr Beatrice Sabana.

Mr Geoffrey Omulayi was moved from Finance to Roads, Energy and Public Works.

The Governor appointed former chairperson of County Public Service Board Ms Rodah Masaviru as the CECM in charge of Public Service and Administration.

Dr Collins Matemba is the new CECM for Health Services taking over from Madam Rachel Okumu who was transferred to Agriculture docket.

Fanuel Kulati Wangia made a comeback to the Executive as the new CECM for Water, Environment and Natural Resources.

Other changes made are:

  • Kassim Were from Trade to Social Services, Youth and Culture
  • Dr George Lutomia will be in charge of Education, Science and Technology.
  • Mr Alfred Matianyi will be the new CECM for Trade
  • Robert Makhanu will be at the Lands, Housing and Urban Areas department.

Two CECMs: Joseph Indire (Education) and John Barasa (Water) will now be the Chief Executive Officers of Kakamega County Investments and Development Agency and Kakamega County Microfinance Corporation respectively.

“The changes take effect immediately and the Deputy Governor Prof Philip Kutima will oversee the handing over exercise within one week,”

said Oparanya.

The reshuffle has received its fair share of complaints on social media as follows;

Oparanya betrays the People of Malava Sub County.
Governor Ambetsa Oparanya has today sacked his Deputy H.E. Kutima from his Cabinet.
Kutima was CEC for Agriculture in Kakamega County who hails from Malava.
“Sisi tulipigia Oparanya kura kwa sababu ya kijana wetu Kutima. Hii madharau ametuonyesha leo, sisi wakaaji wa Malava, hatutasahau.” said Muniafu Shakava, who is a voter from Chegulo.
Few weeks ago, ODM Chairman John Mbadi had written to Hon. Kutima a ‘show cause why’ letter over remittance of Party’s Monthly dues which he allegedly owes to the Party for 2 years now, a concern many connect that it could be a war flamed by Oparanya using his Party’s Chair. Governor Oparanya is the ODMs second Deputy Party Leader.
