Casual employment refers to a situation in which an employee is only guaranteed work when it is needed, and there is no expectation that there will be more work in the future.

What came out from the list is that the county govt did NOT want to disclose the following details for so as to make it difficult for the assembly to verify if need be;

    1. Period employed or employment date
    2. Job number
    3. Qualification
    4. Designation
    5. Monthly pay
    6. Personal number (one year and above)
    7. Ward (residence)

#iKUWEiKUWE has learnt that most of the members on that list under the governor’s office are the people who are occasionally called upon whenever the governor visits a place. They are not constantly involved and therefore some have been used once but as long as they signed receipt of of the day’s allowance then (even if it was once last year)…

Yes! they are Casuals (by definition) but as far as this list is concerned; The names are purposed to have the budget passed and nothing else for very few casuals are placed on monthly pay. The rest earn handouts especially the militia and online goons… Names have been added onto the list that we issued from our department

Hata kama walificha other details tutajua tu with time… ju a letter normally contains job description,salary to be paid and years/period of time of the contract of each employee… unless they will p&p us..

In the ministry of Trade, Energy and Indust. we only have 3 casuals; Stellah Mutunguti, Mercy and Julius Wamalabe.

  • Fred Wanyama is a brother to the County Secretary and a nephew to CEC Trade.
  • The others are total strangers

Good afternoon brother Simiyu Edu. I have seen this list elsewhere before. I have the following issues to raise with regard to the list of casual workers posted.

  1. How many of those on the said list belong to the casual workers of the defunct local authorities that won a Court case in April 2020 at the Employment and Labour Relations Court.
  2. How different is the list from the 463 casual workers on the Employment and Labour Relations Court.
  3. How is this different from the list of casual workers that did not go to court but had not been paid for 17 and now 18 months.
  4. How many of those in the list above are corridor workers and online goons hired to harass critics of the Governor and County Executive of Bungoma.
  5. Can we have a breakdown of the designations, job descriptions and qualifications of the 163 casual workers in the Governor’s Office.
  6. Can we get copies of their letters of appointment and work stations.
  7. How much has been allocated on the 2020/21 for the payment of all the casual workers in Bungoma.
  8. What became of the 70 million allocated to the County Executive of Bungoma during the first supplementary budget for the financial year 2019/20.

9. Can the Budget Estimates for the Financial Year 2020/21 support a bloated wage bill, which has been reduced from KES 5.1 Billion to KES 4.9Billion.

Honestly I wouldn’t know until I look at the list. I know my ministry has casuals in Chwele, Mabanga and at the HQ. I would want them confirmed. But if I see strange names, I would like to know who they are and where they are working or have been working
