On Wednesday, June 17, 2020 Bungoma County Assembly MCAs voted to impeach the Health CEC Dr. Athony Walela and the Public Admin CEC Mr. Richard Sabwami following recommendations by the Committee on Health, a report on – unprocedural transfer of funds from Bungoma Referral Hospital and expenditure touching on covid -19 mitigation and other financial malpractices in the County government of Bungoma
Two Ad hoc Committees were formed to interrogate the CECs further;

The County Assembly Speaker Hon. Emmanuel Situma gave both Committees 10days to interrogate and deliver both reports in the house. We have got two scenarios at the end of committee sittings;
- Grounds are SUFFICIENT for impeachment – A committee will present the report to the house to be subjected to a vote
- Grounds are NOT sufficient for impeachment – They’ll only present the report to the house for the house to note
BLACKMAIL ALLEGATIONS;
It is now emerging that a CEC and Governor Wangamati have been approached by two MCAs who indicated that they find no problem with the two CECs and would therefore not mind ‘watering down’ the impeachment report as long as their hands/pockets are well oiled. After being taken thru the Finance ACT by the lawyers, they are said to have indicated that ‘they’ are working under instructions but “we are just five… hatuwezi lala njaa”.
Speaking to #iKUWEiKUWE Updates on phone our well placed rat informs that Wangamati is said to be bitter with the assembly for not embracing his flagship projects fully by wanting to impeach his crucial CECs and not allocating funds as requested by the executive.
Our source also indicated that the governor will NOT implement any possible impeachment vote by the assembly.

You are the one who set this ‘Kuku na KaUkali’ precedence. #iKUWEiKUWE Movement and other like-minded oversight conscious individuals/entities have over time been discouraging you from micromanaging the Assembly via inducements… HAUKUSIKIA… KULA BAKHEBA YAKO!
To: The Ad hoc Committee Members;
- Such sittings will cost tax payers about 2 – 5 million per committee… One shouldn’t serve on such a committee if he/she already has a predetermined outcome.
- If you FIND that there are NO sufficient grounds for impeachment of the CEC you are investigating… Do the right thing… GIVE HIM A CLEAN BILL OF HEALTH
- If you FIND that there are sufficient grounds for impeachment of the CEC you are investigating… Do the right thing… RECOMMEND AN IMPEACHMENT
- As for your contact with the CEC and/or governor’s handlers… WE WILL REVISIT
