On Tuesday, January 19, 2021 the embattled Agriculture CEC, Mathew Chirasha Makanda Mukisu was hosted via phone on Sulwe FM’s morning show dubbed ENDEKHELO to discuss among other things issues/concerns arising from his department (Agriculture and Livestock) and by extension to try and downplay the NARIGP expose as published by the Star. The otherwise outspoken CEC in response to questions from the public alluded that the County Assembly of Bungoma while approving the annual budget for financial year 2020/21 reduced funds meant for purchase and delivery fertilizer, a lie that prompted the budget committee chair Hon Jack Wambulwa of Kimaeti ward to reply immediately in a statement sent to the media
Extracts from the statement;
- Budgetary allocation towards purchase of fertilizer has been done for a number of years
- In 2020/21, the Agric. Department proposed an allocation of 94,950,000
- The County Assembly approved
- Governor Wangamati thru a memorandum proposed a reduction of 8,875,820 from the fertilizer allocation

The letter goes further;
- The allegation by Hon. Matthews Makanda that the County Assembly on approving the annual budget for Financial year 2020/21 reduced funds meant for purchase and delivery of fertilizer is NOT true and it shows lack of facts to an offer of his status
- The officer going public on sulwe FM in the morning show of 19th Jan 2021 to mislead the public on information that is in itself wrong
- The officer should use the same media to withdraw the statement and apologize to the Hon Members of the County Assembly, The County assembly and The people of Bungoma County.
- Consequently, Makanda should be summoned to appear before the relevant Committees of the County Assembly for clarification on his statement to Sulwe FM that touched on the integrity of the Hon. Members

- The Agriculture CEC, Mr Mathew Chirasha Makanda Mukisu is not new to controversies and utterances/publishing of outrageous statements, statements that turn out to be either propaganda, outright lies and or malicious in most cases. Lies he makes thru the teeth. He is characterized by a combative nature that seem to encourage him possess a don’t care attitude even when he is lying to the public on behalf of his boss Bungoma governor Wycliffe Wangamati
