On Tuesday, January 19, 2021 the embattled Agriculture CEC, Mathew Chirasha Makanda Mukisu was hosted via phone on Sulwe FM’s morning show dubbed ENDEKHELO to discuss among other things issues/concerns arising from his department (Agriculture and Livestock) and by extension to try and downplay the NARIGP expose as published by the Star. The otherwise outspoken CEC in response to questions from the public alluded that the County Assembly of Bungoma while approving the annual budget for financial year 2020/21 reduced funds meant for purchase and delivery fertilizer, a lie that prompted the budget committee chair Hon Jack Wambulwa of Kimaeti ward to reply immediately in a statement sent to the media

Extracts from the statement;

  • Budgetary allocation towards purchase of fertilizer has been done for a number of years
  • In 2020/21, the Agric. Department proposed an allocation of 94,950,000
  • The County Assembly approved
  • Governor Wangamati thru a memorandum proposed a reduction of 8,875,820 from the fertilizer allocation

Wangamati’s Memorandum on the Budget Estimates for FY 2020/21;

Wangamati – Memorandum on the Budget Estimates for FY 2020-21

No. Description of event Amount
1 Proposed allocation on submitted budget for FY 2020/21 94,950,000
2 Approved allocation by the County Assembly 94,950,000
3 Proposed reduction by Governor Wangamati through his Memorandum to the Hon. Speaker dated 7TH August 2020 8,875,820
4 Amount approved and uploaded in IFMIS 86,074,180

The letter goes further;

  • The allegation by Hon. Matthews Makanda that the County Assembly on approving the annual budget for Financial year 2020/21 reduced funds meant for purchase and delivery of fertilizer is NOT true and it shows lack of facts to an offer of his status
  • The officer going public on sulwe FM in the morning show of 19th Jan 2021 to mislead the public on information that is in itself wrong
  • The officer should use the same media to withdraw the statement and apologize to the Hon Members of the County Assembly, The County assembly and The people of Bungoma County.
  • Consequently, Makanda should be summoned to appear before the relevant Committees of the County Assembly for clarification on his statement to Sulwe FM that touched on the integrity of the Hon. Members

  • The Agriculture CEC, Mr Mathew Chirasha Makanda Mukisu is not new to controversies and utterances/publishing of outrageous statements, statements that turn out to be either propaganda, outright lies and or malicious in most cases. Lies he makes thru the teeth. He is characterized by a combative nature that seem to encourage him possess a don’t care attitude even when he is lying to the public on behalf of his boss Bungoma governor Wycliffe Wangamati
  • This is not the first time we are doing an article based on Makanda’s lies…

  • I send some questions to Sulwe FM on 19th Jan 2021 at 08:28 hours, questions the CEC took about five to seven minutes attempting to respond to…. The radio station host refused to mention that the questions came from me, #eDDUHSimiyu… hehehe Nways #iKUWEiKUWE is working on a detailed article on this…

Here are the concerns I raised to Waziri in the morning show;

“Omwami Swa, rebakho Waziri…
  1. Why did he remove Fredrick Wotia and Mary Situma from NARIGP?
  2. What recommendations were made in the recent audit report?
  3. Why did he borrow Kshs 1.8 million from NARIGP? Is it allowed? What did he do with the money?
  4. Why did he push for proposals for construction of Bridges? Was it on the budget?
  5. Has the NARIGP achieved its objectives of increasing agricultural productivity and profitability?”
