LETTER: Chwele Hospital Pharmacy depart. accuses bosses of gross misconduct

Hello Edduh, I write to inform you of the irregularities and improper conduct by our bosses the Medsup and accountant at Chwele Sub County Hospital. The two are irregularly conducting business while threatening to fire anyone who cares to ask questions or refuse to rubber stamp their irregularities such as;
  • Some drugs requested by the depart head are not the ones purchased and/or figures are exaggerated after the request is done
  • Suppliers of pharmaceutical products whose payments were signed by the administration without our permission
  • Modification of prices without the involvement of the depart
  • Emmanuel Wekesa (procurement officer) transferred to a clerical job and therefore replaced by a clerk who is area MCA Mukhongo’s son employed on a three month contact starting July 2023 in preparation to him take over the procurement post at the upcoming recruitment for one year contracts
  • Inherited debts we couldn’t be allowed cross check and/or didn’t sign
  • Payments the administration gave staffs within the department without the in-charge’s permission
  • Fictitious payments the administration initiated without Hospital Management Team (HMT) input only to involve us at the tail end
  • Unless auditors  get bribed or  don’t come  to pharmacy  but if they come for bin cards we will say as a department we are NOT aware of the supplies
  • Price for already delivered products are sometimes re-adjusted and therefore payments rushed
  • Two top administrators (MedSup and accountant) are notorious for taking kickbacks for the above point
  • Working without oversight by elimination method (no working board members)
  • Casuals concerns unattended to,no NHIF cover even if remittances are done every time salary is paid.
  • Casuals working under fear of firing due to consistent threats from the top management.

  • Ambulance driver Mr. Kennedy Wakoli from Kimilili is said to have bribed his way to the
  • Should things remain that way, the depart will seize all operations
  • Pharmacy depart. is never given time to cross check payments made by the facility for its products
  • Employment of casuals without an advert, interviews for 3 months contract awaiting the county’s one year contract recruitment
  • One casual is Kevin Mukhongo (MCAs son) was employed early July 2023 as a clerk to replaced Casper Wanjala from Musese/Sikusi. He is said to be temporarily holding this position in preparation to get a redeployment into the procurement depart when recruitment is done in a few weeks/months.
  • Pharmacy staff while on a day-off duty (one day) forced to report just to sign inherited debts
  • Payment of orders without considering the delivery/invoicing priority

  • Directly controlling imprest meant to be controlled by Administration Secretary.
  • Crucial HMT meetings are usually called off and/or hurriedly conducted whenever there are issues touching on the Medical superintendent
  • Payments made to suppliers are skewed towards a forceful 10% or more kickbacks in cash.
  • The administration is fond of hiding payment breakdown schedule and therefore doesn’t disclose figures payable to suppliers.
  • Anybody who questions funny dealings by the administration is hated and ignored.
  • The Medical superintendent makes most decisions solely hence diluting the purpose of HMT
  • Continuous payment to auditors to cover up corrupt practices within the facility… they don’t reach the depart.
  • Continuous sidelining of crucial staffs ie Health Administrative Officer and Human resource officer, usurping all the powers for personal gain like recruitment of casuals.
  • Directly paying for medical supplies despite caution from the in-charge advice against it thus diluting value for money aspect.
  • Medsup Nicholas barasa resisting 3 transfers

Dr. Caleb Wata the Director health depart. indicated that he would look into the concerns raised while the two officers who were adversely mentioned were unreachable
