Lusaka appoints 6 Chief Officers among others as he leaves out the shaky Education sector

Ladies and Gentlemen,

Ms Nancy Nanyama Kibaba, who until recently served in my Government as County Executive Committee  Member for Youth, Gender, Culture and Sports,  has resigned following her appointment  to the National Government as Chief Administrative Secretary  in the Ministry of Public Service Youth and Gender Affairs.   I take this opportunity to congratulate and thank her for the great service to my administration and wish her well in her new tour of duty.

Subsequently I nominate ENGINEER AGNES NALIAKA WACHIE to replace her as the CEC Member for Youth, Gender, Culture and Sports.

Engineer Agnes is an accomplished engineering technologist with more than 20 years of experience in engineering technology. She has a background in electrical engineering design and construction of commercial and industrial installations.  She holds a bachelors degree in Electrical and Electronics Engineering from the University of Nairobi, a higher national Diploma in Electrical Engineering from the Technical University of Kenya, and a diploma in Project Management from the Galilee International Management Institute in Israel among many other accolades. She comes from Sirisia Sub county.

While making this appointment, I have not only considered meritocracy and competency but also factored in Gender and regional balance as stipulated in our constitution

Ladies & Gentlemen

Since my assumption of office, I have carefully constituted members of my administration which is a continuous process.   As you are aware the County Public Service board on 4th of October advertised for seven Chief Officer Positions. As a result, we had a total of 654 applicants for the seven positions as follows:

  • Roads, Transport, Infrastructure and Public Works – 36 applicants
  • Education and Vocational training – 128 applicants.
  • Trade, Energy and Industrialization – 118 applicants
  • Health and Sanitation – 62 applicants
  • Public Service and management – 119 applicants
  • Agriculture – 79 Applicants
  • Department of Cooperatives – 112 applicants.

After rigorous scrutiny the following number of applicants were shortlisted in the seven advertised positions.

  • Roads, Transport, Infrastructure and Public Works – 8
  • Education and Vocational training – 25
  • Trade, Energy and Industrialization – 17
  • Health and Sanitation – 14
  • Public Service and management – 19
  • Agriculture – 18
  • Department of Cooperatives – 12

The interviews were carried out between 20th to 27th of February 2023, and as a result three names in each of the seven Positions were forwarded to me for consideration and appointment.

I have therefore appointed the following;

I will therefore be forwarding the above names to the County Assembly for vetting and subsequent approval. It is important to note that after the approvals by the County Assembly,  I will be making reshuffles aimed at improving the efficiency of service delivery to the county.

I am aware that the following areas (Kimilili, Tongaren, Webuye East & Bumula ) are yet to be covered and I endeavor to consider them in my subsequent appointment.

I also bring to your attention ladies and gentlemen that the following Chief Officers resigned recently:

  1. Rose Murunga – Education and Vocational training.
  2. Patrick Wandili – Health and Sanitation
  3. Saphia Awil – Gender and Culture
  4. Pheobe Buchunju – ICT
  5. Caroline Masete – Youth and Sports

In due course we shall be advertising more positions for chief officers.

I have also made the following appointments

  • Director Infrastructure, Lake Region Economic Block – Engineer Moses Wekesa Wamalwa – from kimilili
  • Administrator, Lake Region Economic Block – Leonard Mayende – from Kanduyi
  • Advisor Public Relations – Sween Khayanga – from Tongaren.
  • Deputy Director Special Programs – Peter Cherui Ndiema from MT Elgon
  • Deputy Chief Of Staff – Maurice Simiyu Nyaranga – Kanduyi
  • Liason Media relations – Cheptai Namisi from Webuye East

 

Ladies and gentlemen, we are re-advertising the position of Chief Officer Roads, Transport, Infrastructure and Public Works because after due diligence,  I established that none of the three names forwarded to me were suitable for appointment because of issues that cannot be ignored in public service.
