Gov. Lusaka gifts Kibabii University 100 acres at 7th graduation amid Sang’alo landlords protest

Land Gift, 140B development fund;
I want to confirm and reaffirm that the 100 acres of land we promised to give you from Sang’alo is there and I want to invite you to move with speed and utilize it” is a statement (in part) Bungoma County Governor Ken Makelo Lusaka said while addressing the 7th graduation ceremony at Kibabii University grounds on Friday 3rd March 2023 amid cheers from participants. This came just before Speaker Wetangula announced that Kibabii University was among six institutions nationwide to share Kshs. 140 Billion meant for development that will ultimately elevate Kibabii to the same level as University of Nairobi. As if that’s not enough it was announced by the Kibabii University Council chairman that Arch Bishop Mark Kadima of the Bungoma Catholic Diocese had donate one acre of land to the institution for construction of a chaplaincy
The announcement by Lusaka has nevertheless elicited mixed reactions from the public even as it emerges its registered under the National government.

Kibabii University is a public University located in Bungoma County along Bungoma – Chwele road. It’s was previously a constituent college of Masinde Muliro University of Science and Technology and was was granted its Charter by President Kenyatta in November 2015. Sang’alo Institute of Science & Technology (SIST) is a public institute of Technology in Kenya. The name Sang’alo is derived from a Bukusu local language word “Sangala” meaning happiness. SIST is situated in Bungoma County, Bungoma South Sub County, and Seven (7) Kilometers South East of Bungoma town on the Bungoma-Nambacha-Kakamega road. Speaking to ikuweikuwe.com Mr. Tom Ngongo the chairman Sang’alo Landlords displayed his frustrations with the County govt and the political class in how its handling this issue. Ngongo indicated that he had previously written to the Governor, Parliament Speaker, Senator and Kanduyi MP over this issue in vain. He wondered why leaders have gone silent on this issue when they know livelihoods are online here.

We are happy that Sang’alo Institute of Science and Technology was assessed by TVETA in 2021/22 to become a national polytechnic and as residents of Bungoma county we welcome the confirmation from the government. From the assessment TVETA found out that Sang’alo Institute had all the requirements in place save for plumbing and building construction workshops which the administration is constructing and will be completed by June , 2023. Our elected leaders should help Sang’alo Institute administration to FasTrack this process. It is unfortunate that some elected leaders are quietly planning to deny Sang’alo Institute this golden opportunity by perpetuating partisan politics by suggesting that another college, infact to be specific, matili technical institute should be nominated for national polytechnic status instead. We want to call upon the governor and senator of Bungoma county to ensure that Sang’alo Institute becomes a national polytechnic because it was assessed and found to be fit. As stakeholders we shall not accept some people to divert the initial plan.

Additionally, Ngongo reckons that planting of crops will not add value to Sang’alo residents who believe they should be involved and or considered in future engagements with Kibabii University on utilization of the land… He indicates that ultimately they are not against development but insists that as stakeholders its important to have their concerns factored.

The glamorous event also saw The Speaker to the National Assembly Rt. Hon. Moses Wetangula who doubles as the Ford Kenya’s party leader awarded a Honorary Doctor of Humane Letters (Honoris Causa) Degree. The degree of Doctor of Humane Letters is an honorary degree awarded to those who have distinguished themselves through humanitarian and philanthropic contributions to society
JOSHUA Nyamweya Oigara was the second to be conferred after Wetangula for the same degree
Those in attendance included; Kibabii University Vice Chancellor Prof Ipara Odeo, His Lordship Bishop Mark Kadima – Bishop of Bungoma Diocese, PSs; Edward Kisiang’ani, Beatrice Inyangala (Education), Juma Mukhwana (Industry), Deputy Governor Janepher Mbatiany, University Management, MPs: John Makali(Kanduyi), Didmus Barasa (Kimilili), Murumba Chikati (Tongaren), Kakai Bissau (Kiminini), Jack Wamboka (Bumula), Waluke Koyi (Sirisia), Peter Salasia (Mumia East), Geoffrey Mulanya (Nambale), Tim Wanyonyi (Westlands), Senator Wafula Wakoli (Bungoma), Mr. Joshua Oigara – CEO Stanbic Bank, Members of County Assembly and other senior County and National Government leaders.

Rejoinder:
In a rejoinder Bungoma Governor Ken Lusaka indicated that;
  • About 50 acres will be given to Sang’alo Institute in preparation to upgrading into a National University status
  • Whereas the county intends to have a campus for Agriculture set up on this land, it has not exhaustively engaged and agreed with KIBU on how the 100 acres will be used.

  • The land was initially held in trust (for the community) by the County Council
  • It was at one time 200acres were unprocedurally donated to Masinde Muliro University but thru  National govt., Sang’alo Institute successfully petitioned and therefore blocked the takeover
  • Its is registered under the National Govt. Ministry of Education depart in-charge of Vocational Training.
  • Before any takeover, the community must be consulted before resolutions are forwarded and therefore passed first in the cabinet then the Assembly.
