Kimilili Police and Kanjo team up to arrest a notorious Kiminini CDF employee on the run over fake KDF recruitments

Jimmy Tokoli Wanyonyi identified by one victim as an aide to Kiminini MP Hon. Chris Wamalwa approached John Mark Masinde purporting to be able to secure a Kenya Defense Force (KDF) recruitment letter at a fee. Jimmy who hails from Kimilili Constituency where he was arrested on 26 May 2021, managed to convince Mark who opted to take him to his father Mzee Peter Masinde for more consultations. After it was agreed that the family pays jimmy who at one point warned the family not to contact his boss (Kiminini MP).

Jimmy introduced his accomplice as Major James Andarasa stationed in Eldoret who ikuweikuwe.com later identified as Robert Oluoch Adeny. In the syndicate, “Major Andarasa” received payments which was mostly hand-delivered to him by Jimmy and Mark save for a few times where Mpesa transactions were done.

Payments Kshs. 413,800/= as follows;

After receiving the money Jimmy and Oluoch gave John Mark with a “calling letter” which was declared FAKE upon consulting their neighbor (a KDF). The KDF noted that it had no seal among other irregularities prompting John Mark’s to demand for genuine documents.  Consulted Jimmy demanded that John Mark gives back the calling letter citing wrong admission dates, a demand that raised Mark’s antenna to new levels for he wondered how a government can retrieve letters just coz of that instead of simply making an announcement through another letter and/or the various media houses to that effect. He refused to return the letter but instead demanded that he gets the communication on change of admission dates, which never came.

After the duly recruited candidates reported for training and with no response to give the ever inquisitive Mark, Jimmy started playing cat and mouse with the family at one time totally avoiding Kiminini CDF offices and/or his victims calls but when he’d pick calls the crafty conman would have some juicy responses like “…this recruitment is special since it’s a presidential order, letters will be released from statehouse” and at times he’d simply tell them to be patient since some letters do delay.

Another Constituency employee Mr. Ben Juma Wasombi was the first to be arrested in connection with this con game, he is the one who named Robert Oluoch Adeny aka Major Andarasa and Jimmy Wanyonyi as his accomplices. Robert was later arrested as Jimmy went into hiding

When it was obvious that they had been conned Mark decided to report at Kiminini Police. That’s when he realized he was not alone;

  1. Mzee Pepela had through the same kinda deal paid Kshs. 400,000/= each for his two sons as reported in in January 2020… OB No. 08/30/01/2020 where Robert Oluoch Adeny alias Major James Andarasa who was arrested on 29 Feb 2020 and arraigned in court on 2 Mar 2020 charged with obtaining money by false presence contrary to section 313 of the penal code… Case No. 811/237/2020.
    • In this case the Victim’s son Mr. John Pepela indicates that officers from Kiminini CDF approached the family at first in what ended up to the a con game. He mentions the following as having participated in convincing Mzee Pepela over the same;
      1. Jimmy Tokoli Wanjala
      2. Benard Juma Wasombi

  1. A young lady was also chasing her 400,000/= she gave Jimmy expecting a KDF recruitment letter that never came

On 20 April 2021 Kiminini Subcounty Directorate of Criminal Investigation officer Mr. Joseph Adongo wrote to his Kimilili counterpart requesting assistance to arrest the Jimmy Wanyonyi who had at this time avoided Kiminini completely.

On 26 May 2021 Kimilili DCIO in partnership with Bungoma County government enforcement officers arrested Jimmy around Catholic Church Kimilili before the Kiminini Police picked him.

He is currently at Kiminini Police Cells awaiting arraignment in Court.

The Constituency office immediately suspended it’s two officers Mr. Ben Juma Wasombi and Jimmy Tokoli Wanyonyi immediately they were adversely mentioned and/or charged.

Contacted by ikuweikuwe.com the Kiminini MP indeed confirmed that some of his CDF officers were involved in the con-game and wishes that they take responsibility of own actions…
