Why Jubilee MCAs made an about turn on Wangamati’s impeachment motion

44 members of the County Assembly of Bungoma appended their signatures in support of the removal of Wycliffe Wangamati as Governor Bungoma County Government through impeachment between 4th and 5th May 2021 pursuant to the provisions of Article 181 of the CoK 2010, section 33 of the County Governments ACT and Standing Order No. 60 of the County Assembly of Bungoma. The grounds for removal are;

  1. Gross violation of the CoK and other laws.
  2. Abuse of office and gross misconduct.

From then, the embattled Governor has made several attempts to reach out to a section of MCAs especially from the 14 Jubilee party legislators. Impeccable sources have it that in one meeting in a Bungoma hotel which was chaired by the governor himself, a number of offers were made by the latter to have them renege on the earlier MoU between NASA coalition and Jubilee party to impeach him. It has emerged that the Governor agreed to bribing them by offering Kshs. 300,000/= each with a down payment of Kshs. 100,000/= being done in the meeting, the balance of Kshs. 200,000/= is scheduled to be paid next week (before the motion is tabled in the assembly).

The Jubilee party MCAs in the meeting were:- 1. Francis Chemion, Kaptama ward and Leader of Minority (the chief wheeldealer), 2. Sudi Busolo, South bukusu and Minority Whip (the coordinator), 3. Hillary Kiptalam, Elgon ward, 4. Jane Chebet, Cheptais ward, 5. Ben Kipkut, Chesikaki ward, 6. Vitalis Wangila, Kabula ward, 7. Eunice Kirui, Nominated, 8. Jane Cheprenger, Nominated, 9. Paul Wamalwa, Matulo ward, 10. Bethwel Mwambu, Mbakalo ward 11. James Chesibok, Nominated

While this is happening it must be remembered that ALL these Jubilee MCAs had already appended their signatures in support of Wangamati’s removal. It’s therefore immoral for them to be swayed on receipt of a bribe, it’s also against the spirit of Article 10 (Values and Principles) and Chapter Six of CoK 2010. The Governor has further promised to be giving them a Kshs. 50,000/= weekly stipend for their political activities.

Sources close to the Assembly say that the remaining MCAs are forging ahead with their plans to impeach the Governor and the notice of motion might be tabled next week after going through the requisite stages as stipulated in law.

  • Casual workers have been working for the last 30 plus months without pay whereas money to bribe MCAs who enjoy hefty salaries is available?
  • Majority of young and upcoming contractors who executed their contracts in the financial years 2017/18, 2018/19, 2019/20 remain unpaid culminating into pending bills amounting to over Kshs. 1 Billion.
  • In a nutshell, what are Wangamati’s priorities? Bribing MCAs or paying casuals and contractors?

It’s now emerging that electing Wangamati as Bungoma Governor was a GRAVE error!
