In a letter seen by ikuweikuwe.com, EACC issued summons on 22nd April 2021 to 63 MCAs and 84 County Assembly of Bungoma employees on claims for Kshs. 30,000/- and 20,000/- respectively fraudulently acquired as Christmas allowances in December 2015.

Erroneous Summons;

#iKUWEiKUWE has learnt that out of the 84 employees summoned, there existed some who were recruited after 2015 and therefore whose summons were erroneous.

MCAs who did not collect the allowance;

Reliable sources inform #iKUWEiKUWE that; Khalaba MCA Hon. Majimbo Okumu and former Ndivisi MCA Hon. John Musakali aka ChapChap are the only MCAs who did not collect this illegal allowance. This is because the two leaders who enjoy immense experience and knowledge on accounting of public funds found it improper to collect that allowance.

Surcharged but deposited in the wrong account;

15 elected and 2 nominated MCAs (re-elected/elected in 2017) were surcharged after 2017 and money deposited in the County Revenue Account instead of the Recovery Account managed by EACC. That’s why EACC could not pick any refunds made the MCAs

This means that 46 MCAs are yet to be surcharged and have therefore 14 days from 26th April 2021 to do so
