KANDUYI CDF SPENDS KSHS. 800,000 ON AN INCOMPLETE MUPELI DEB TOILET
The Constituency Development Fund (CDF) was introduced in 2003 and was tailored to support constituency-level, grass-root development projects. It was aimed to achieve equitable distribution of development resources across regions and to control imbalances in regional development brought about by partisan politics. It targeted all constituency-level development projects, particularly those aiming to combat poverty at the grassroots. The CDF program has facilitated the putting up of new water, health and education facilities in all parts of the country, including remote areas that were usually overlooked during funds allocation in national budgets

KANDUYI Constituency; Mupeli DEB Primary School’s BOM, Public works and CDF offices are on the spot following allegations of misappropriating 800,000/= meant for building a modern abolition block. Stakeholders are up in arms following what they call ‘wizi wa kimabavu’ by the school administration in collusion with the CDF office to do a substandard toilet meant to accommodate a population of 1,500 pupils. Upon receiving the money constructed a 10 door abolition block (5 toilets for girls and 5 for boys facing opposite sides) said to have costed about 200,000/=
Still they did not complete the 10door facility forcing a church that uses it mostly on Sundays to buy and install doors on behalf of the institution after the ministry of health threatened to close down the school
Contacted by #iKUWEiKUWE Updates the CDF chairman, Mr. Kalabai indeed agreed that there was misappropriation of funds as declared by the CDF project inspection team but they (MP and CDF) have done nothing about it neither has the CDF fund manager raised a concern on the said project
One of the former BOM members informed #iKUWEiKUWE updates that the entire project was meant to cost 3,600,000/= but CDF only released 800,000/=. He said the school management was turned away upon delivering construction plans to the CDF office where they were informed that they would only but be involved in paying the contractor, a contractor they ironically were NOT involved in sourcing for. The rest of the work (drawing {re-drawing} construction plans, awarding tenders and supervision of construction) would be done by the public works and CDF.
The tender was single sourced
This has turned out to be a larger scheme crafted by CDF in collusion with some board of management (BOM) members so as to create loopholes via public Works to siphon the very public funds they swore to protect… thru exaggeration of figures.
Stakeholders are now calling on EACC and DCI to probe the matter ASAP.
#iKUWEiKUWE Updates was unable to reach the Head Teacher as well as well the area MP, Hon. Wamunyinyi for comment… Wamunyinyi’s aide nevertheless indicated that more funds will be released soon to escalate the construction to about three quarter way since the NG-CDF releases funds in piecemeal
