Social media has of late been the preferred arena for battles between the Executive and the Assembly on most issues one of them being the Casual’s pay. The Bungoma county casuals have gone for without pay for over one year and the issue seems to be boiling by the day following the FAILURE by the executive to defend their budgetary proposal in regard to Casuals pay

It has also emerged that the recent verification process was highly interfered with by the executive who included their online goons who have been used to abuse the regime’s critics

The Public Financial Management Act doesn’t allow the County Assembly Budget Committee to make adjustments to budget proposals as submitted by the executive that are above 1% (one percent) of the total. This means that for a Budget of Sh 12 Billion, MCAs can only vary upto Ksh 120m overall and the variations should be justifiable within budget lines within the same department. It’s the responsibility of the budget fiscal analysts and financial experts attached to MCAs to give this technical advise and in circumstances where their technical advisory is ignored, they should put it in writing. Information reaching our desk (Governor’s desk) is that MCAs have significantly mutilated the 2020/2021 Budget and removed money from our development votes and flagship projects including scholarships etc within the ministries and reallocated the same funds to their CEF and completion of their offices. Last week they removed the entire allocation of monies to pay casual staff and allocated the money to other irrelevant and useless projects. Three things will happen in the next few days 1. Governor Wycliffe Wangamati will not sign the finance Bill or the budget warrant and will instead send it back to the County Assembly. 2. We are going to meet with representatives of casual employees and show them paperwork and why their money was removed and where it was taken. We had planned to use that money to pay them all their arrears from last financial year 3. Governor Wangamati and his entire administration are not interested in reconciliation efforts being muted by all manner of characters. Let it be known that His Excellence President Uhuru Kenyatta is waiting for the signatures to dissolve the County government and we shall be concluding the process this weekend and dispatch them anytime

My attention is drawn to a post by one CECM in the county government of Bungoma alluding that the county assembly has declined to appropriate funds towards paying ‘casuals’. This matter was brought to our attention in June 2020 through the second supplementary budget with a request of ksh34m to pay off the ‘Casuals’. The committee on public service n administration during the supplementary budget interrogations directed the chief officer in charge of the docket, the chief officer county secretary’s office n the secretary CPSB to submit the list of the bonafide Casuals within seven days. On expiry of 7days, the officials couldn’t comply n the budget n appropriations committee proceeded to compile the report n submitted it to the assembly together with the supplementary appropriations bill which were passed. Last week the same process was applied to the main budget n the mentioned officials haven’t submitted the list. There are several budget documents (itemised budget, work plans, activity costings etc) that are supposed to be submitted to the assembly during the interrogations to inform the final document… to the CECM, have you as county executive committee(cabinet)considered any documents relating to the subject matter? As an oversight entity of the county government, we are within our constitutional mandate to decline approving any proposal that’s deemed to contravene any law. Why does the executive want us to approve a whooping ksh34m without any supporting documents? Kindly avail the list of bonafide Casuals n stop inciting the public against the assembly, no amount of intimidation will stop us from oversighting the executive.

News in After sensing mischief in the exaggerated list of casuals that had surpassed the initial 45 million shillings allocated for casuals working in the county ,MCAS rejected the fraudulent scheme by Governor Wangamati and his cohorts to enlist 300 more ghost casual workers .The additional list of ghost workers was to include online goons who include the likes of Maunda. The governor has now through one Allan Chenane called the leader of casual workers a one Brian Wanyonyi and ten others tomorrow in his office with a promissory token of ten k each ..Rem this casuals had gone to court because of none payment by Wangamati who wanted them replaced by his online goons.The governor is now duping them to accept to have the likes of Maunda included in the list of casuals for doing nothing but abusing people on social media ……We have since educated the bonafide casuals that their money is factored in the 45 m and they should never defend online goons … Wangamati is struggling to have them demonstrate at the assembly to seek public sympathy….For the record they might jump up and down but we will not accept online goons to be paid by taxpayers money .The MCAs have also slashed money meant to pay dairy plant in Webuye which was done by Bonito through a proxy from Teso ….We will not relent..

Extract from the supplementary budget

? Casual Laborers- Most departments did not allocate funds for casual
laborers. A total allocation of Kshs. 34,115,000 has been allocated
across departments in this supplementary as follows:

 The approved budget had an allocation of Kshs 70,389,462 for casual
laborers across the departments.There is a request of Kshs34,115,000
additional allocation as tabulated above.
The committee invited the CPSB and County Secretary in order to provide a
list of the casual workers warranting the additional allocation. The Chief
Officer in the County Secretary’s office appeared on behalf and in his
submission indicated that the list is not ready as it is still undergoing
verification.
The committee sought to know why the casuals were not sufficiently
budgeted for in the annual budget and in his response he said the casuals did
not have appointment letters but in the cause of the FY they managed to give
them appointment letters so that they can set their terms of engagement with
them.The committee requested for the list of casuals who were given
appointment letters but also this list was not availed at the time this report
was reaching the Floor of the house.
The committee hence declined to approve the allocation without supporting
documents because the County Government risks losing the money to ghost
workers at the expense of genuine casuals.
