Bungoma County Assembly has in the recent past seen the AWAKENING of NASA coalition as affiliate parties pulled together to muzzle Pro-Wangamati’s team out of the Assembly’s leadership positions. Changes that have largely been credited to Ford Kenya party leader and Bungoma Senator, Moses Wetangula who has fallen out with the Bungoma Governor.
The rise of Wetangula has and will ultimately be a problem to Rt. Hon. Raila and ODM fraternity at large. The ODM MCAs had zero problems joining hands with other NASA affiliate parties in removing Pro-Wangamati MCAs who exhibited weaknesses by choosing to go to bed with the executive as they abandoned their oversight roles… But the national leadership were seeing something else, the changes were making Wetangula stronger… Seeing this gap Wangamati in a Mutungi-buying speed sort the assistance of Raila Odinga thru ODM SG, Edwin Sifuna. He made them believe the MCAs were working under the instructions of Weta and not own volition.
Believing Wangamati, Raila summoned ALL the nine ODM MCAs to Nairobi namely
- Ali Machani Balala – Maraka Ward – Chair
- Majimbo Okumu – Khalaba Ward – Secretary
- Violet Makhanu – Mihuu
- Joseph Magudah – Township ward
- Jorum Wanjala – Bukembe East
- Nathaniel Aseneka – Ndalu/Tabani ward
- Sophy Marumbu – Nominated
- Hilda Siang’a – Nominated
- Christine Ngelech – Nominated.
… had their movement permits and other logistics organized
The MCAs were upon arrival given ‘instructions’ to work with Wangamati regardless of what they believe in. Baba indicated that Wangamati had shown interest in contesting for the gubernatorial seat on an ODM ticket come 2022… What came out clear was baba did not seem to be forcing them but was requesting them to HIGHLY consider doing so. He told them “Wangamati amelia sana… saidia yeye”

Courtesy baba’s meeting and the subsequent one hosted by Oparanya days later that 8 out of 9 ODM MCAs attend… 7 MCAs have now joined Team-Wangamati and have therefore appended their signatures to revert the assembly leadership to previous bearers. 2 MCAs, Hon Majimbo and Hon. Violet are yet to make up their minds.
Unconfirmed reports indicate that ODM chair, Hon Balala is to be made the Majority leader in the new agreement.

The otherwise arrogant and dismissive Wycliffe Wangamati seems to be in a Mutungi of desperation as he is also said to have told a senior county official that “…after losing the assembly leadership, I don’t know what to do”. This raises many questions than answers one of them is… what was that those ousted leaders were protecting or hiding?
Some of the questions have been answered by the tabling of the Supplementary budget in the County Assembly on Thursday, June 26, 2020 which has shown serious anomalies… for example;
- CASUALS; The County doesn’t know who many casuals have been working for it for over a year and yet they demand for money to pay them.
- The County Government now wants to appeal the court order to be given more time to implement the court ruling since the verification exercise is ongoing.
- AGRICULTURE dept requested for 45.4 million for fertilizer in the supplementary budget, #iKUWEiKUWE gathers that the assembly previously allocated 93million which was supposed to FULLY pay the supply of fertilizer but the County govt opted to pay 63 million only… now they are requesting 45.4million extra for the SAME payment. THE COMMITTEE DECLINED
- EDUCATION AND VOCATIONAL TRAINING;
- Scholarships and Bursaries reduced by Kshs. 73,726,800. The Budget
committee however in consideration of the petition from the department
declined the reduction since vetting of beneficiaries at ward level had
already been done

Contract sum at Kshs 80 million for the 1 acre land in town as per the
recommendations of the County Valuer. The approved 1st Supplementary budget
2019/20 was Kshs 29,601,550 yet the department made initial payment of Kshs
40,910,000. - On the source of the additional Kshs 11,308,450 as pointed out in the IFMIS vote
book the CECM was unable to clarify on the source of the extra amount. - The committee directed the CEC to fast-track the completion of the taskforce report on public land and subsequent submission the County Assembly in order to avoid further encroachment on public land.

such a contract sum it is not clear why the department has made reduction to Kshs
34million and also misapplied of funds made for pending bills.

- In the proposed second supplementary budget, there is a proposal to increase the
recurrent budget by a total of Kshs. 95,333,786. - There is a proposed increase on salaries by Kshs. 65,333,786 in addition to the
already appropriated Kshs. 337,765,794 during the processing of the annual
budget. There are no specific notes to justify the increase. - A further allocation of Kshs 20,000,000 has been proposed towards revenue
automation system that has been allocated Kshs.17,460,959 in this financial Year’s
approved budget - With dwindling revenue figures, the committee declined to approve the allocation.

The Office of the County Secretary has a reduction of Kshs 12,432,419 on recurrent
and no change on development
Legal dues/fees, arbitration has an additional Kshs 3.5million on top of the
approved Kshs 10million which in consideration of sector views this committee
declined to grant the additional allocation since the department did not provide
details of how the Kshs 10 million allocated was expended and also did not explain
why they needed an additional Kshs 3.5 million. - GOVERNOR’S OFFICE; The total allocation in the 1st supplementary was Kshs 405,081,527 has a proposed increase of Kshs 24.2 million. Kshs 15 million is on boards and conference while Kshs 9.2 million is on salaries
The committee in consideration of Sectoral views declined both allocations because the Chief Officer did not clarify the need of additional funding yet there was budget for chief officers who have not been employed yet

Wangamati’s is also said to have attempted to rope in the President in kicking out Wetangula from FK but that backfired… As for the dissolution attempt, our #iKUWEiKUWE rat inform he was told “…Kaa ngumu… pesa iko ni ya BBI”. Meaning, the dissolution noise will not be granted by the President even if Wangamati’s handlers forge a million signatures. Wangamati will nevertheless dance himself lame on this issue as long as it diverts the public’s attention from more serious issues like;
- Covid-19 preparedness; The president said opening up the country is dependant on how prepared individual counties are. Bungoma is not ready because of Wangamati has chosen to divert our funds into bribing odm into signing to change assembly leadership
- Budgets; Both budgets delayed to be delivered in the assembly because our governor was busy running around the country with his politician CECs… Misappropriating and diverting Bungoma taxpayer’s money to Ford Kenya politics.
- When Casuals are going without salaries… Wangamati is paying politicians to a tune of 100,000 just to get each signature. Add the money Wangamati lawyer’s will make in the planned casual’s appeal… SEMA KIJIUNDIA PESA THRU PROCESS
