Bungoma County govt. is opprobrious for mishandling casuals especially those employed by the previous regime. The govt has one way or the other frustrated these members of staff for reasons best known to them… most of them work in the Health and Revenue departments and have chosen to stay put despite the mistreatment.

PROFESSIONAL CASUALS:

The casuals are a disgruntled…Speaking to #iKUWEiKUWE Updates they raised the following concerns;

At one time we were given 1 year contracts which was reduced to 6 months… The latest  group of casuals (employed by the current regime) saw each given a 3 year contract while we were AGAIN given 6 month contracts despite the fact that we all sat the same interview… On Wednesday, May 20th… Payslips were released by the Government Human Resource Information System. The Health depart. professional casuals were shocked to discover they could not access the system… meaning they had been purged!”

“With this in mind we have lost hope in getting a deal with the government even after governor Wangamati repeatedly assured us  on mainstream media that the government is working on our issue

Flashback;

On 2nd March 2020 Casuals on contracts were handed termination notices that indicated their services won’t be needed after 30th April 2020 with NO further instructions.

3rd April… I raised the issue via #iKUWEiKUWE Updates …. https://mobile.facebook.com/story.php?story_fbid=622785415231607&id=351631699013648&refid=18&__tn__=H-R

4th April… Concerned MCAs contacted the County Secretary’s office which gave a verbal commitment to extend the contracts by 6 months. AGAIN #iKUWEiKUWE Updates published the outcome… https://mobile.facebook.com/groups/172326520314211?view=permalink&id=518105169069676&_rdr#

The casuals have nevertheless been working after April 30th

?#iKUWEiKUWE findings;

  • The termination letter was done by Human Resource Department as a normal employment procedure
  • The Ministry of Health department later wrote a letter to CPSB advising against termination of those contracts.
  • The County Secretary DELAYED to forward the letter to CPSB for action.
  • This month’s pay will therefore be done via VOUCHER as the county waits for contract renewal process to be concluded
  • #iKUWEiKUWE rat also informs me that the county govt. is contemplating on awarding these professionals 3 year contracts… This will come with a PAY-CUT

Questions;

â›” How long does it take to process contracts for less than 50 employees who are already working for the government???

â›”Was the “delay” by the county secretary intentional? If so why?
