EACC summons land owner, Bungoma County Executives over 32.8M land for market space
The Ethics and Anti-Corruption Commission (EACC) on 6th Feb 2025 summoned key civil servants via a letter addressed to the County Secretary and Head of Public Service for Bungoma County Mr. William Makhanu Nasong’o on Thursday 6th Feb 2025. He in turn handed it over to the Chief Officer Housing Mr. Rashid Fwamba on Tuesday 11th Feb 2025.
The summoned persons are suspected to have conspired to pay 47million for land earmarked to be a market in Bungoma town (around wings / behind Total energies Mjini). According to my rats, Wanyonyi Waswa had initially asked for 47 million shillings for the half acre plot number 1448 but after a number of meetings involving different valuers the figure was brought down to 32.8 million. He is then said to have signed a 32.8m agreement with the county government as prepared by Advocate Amos Makokha the County attorney.
EACC therefore discovered that two documents were used to process payments from treasury with the 47million document lacking the land owners signature while the other 32.8million document was in order.
EACC is currently receiving statements from the county officials following those discrepancies after grilling the land owner.
Those summoned to appear at EACC include;
- Becar – Ag Municipal Manager – this 13th Feb 2025 afternoon @2pm
- Ndombi – Former Bungoma Municipal manager and now Deputy HR in the County Secretary’s office– to appear tomorrow
- Christine – Secretary to Chief Officer Housing Mr. Rashid Fwamba, was on the valuation committee
- Peter Nyukuri – Former Director Education valuation chairperson – to appear on Monday
- Dinah Makokha – former Chief Officer Finance
- CECM Finance Mr. Chrispinus Barasa
- Lilian – Procurement depart, was the procurement officer
- Denson Barasa – Former CO housing $ Municipalities
- Wanyonyi Waswa the land owner.
The transaction’s accounting officers were Ndombi and CO Robert Juma
Rejoinder:
In a rejoinder the CECM Finance Mr. Chrispinus Barasa indicates that payment for the said land was stopped and therefore EACC just wants to know how we got there.
