?On 16th Mar 2020, Bungoma County medical team drew a budget of 123,000/= to used mainly to buy Personal Protective Equipments (PPEs)
▪️A budget/request that was REJECTED on arrival, the health leadership claimed there was “NO MONEY”
? 17th Mar. 2020, Governor’s Advisor on special programmers Caro Buyela requests Kshs. 6,986,000 from the finance office thru the Public administration depart.
▪️The Public Admin CEC writes to finance requesting for the funds.
?18th Mar 2020, The CEC Public Admin Richard Sabwami, governor’s Special programs Advisor Caro Buyela and representatives from the Finance departs visited the CEC Health Antony Walela armed with the “BORROWING” letter (see attached document)
▪️This was GRANTED IMMEDIATELY by the chief officer Health Patrick Wandili (see attached document)
▪️Upon RECEIPT of the money by finance depart… It was wired to the Governor’s kitty.
⛔ HOW THE 6,986,000 WAS SHARED
? Kshs. 500,000/= was wired back to Health purchase of PPEs:
▪️Thermoguns
▪️Sanitisers
▪️Masks
▪️Training of medics
? Kshs. 1,500,000/= was wired to public admin for meetings, logistics and training for the #COVID19 “response” team(s) .
?A Balance of Kshs. 4,986,000/= remained in the Governor’s Office… Caro used to buy some items without following procurement procedures

▪️#iKUWEiKUWE can now REVEAL that BUNGOMA COUNTY #COVID19 response team as directed by the National govt comprises of Governor Wangamati, County Commissioner (as co-chairs) and Caro Buyela, staff from Public Works, veterinary, health, and the police.
▪️Another technical team of technocrats from health (the list remains a SECRET even the medics)
This team’s Role include:

?The procurement of the above were UNPROCEDURAL… Since caro bought them herself. They are now doing the paperwork in reverse gear.

⛔Caro Buyela has been incharge of 100 MILLION kitty allocated for EMERGENCY… Money that has already been exhausted With nothing to show apart from the CARO BUYELA FOUNDATION videos as the only achievements… WHY TRUST HER WITH 4.9million???
⛔ Jonathan Namulala is legally NOT supposed to be holding the office of Chief Officer finance… This will bring an audit query
⛔ Where as INTER- MINISTERIAL BORROWING is ALLOWED … If the activity has been captured in the County work plan so that money can be wired back in the following exchequer release.
⛔ The ministry of health is NOTORIOUS for NOT declaring/remitting its revenue collections to the county REVENUE Account then a normal requisition is done to use the amount. Otherwise the county assembly is supposed to enact laws to exempt such a move.
Controller of budget has previously flagged out the issue of UNBANKED revenue against the law.
