Three hundred Enumerators who participated in Bungoma Livestock data collection are currently baying for the blood of the accountant Mr. Jude Lavu who had invited them to collect their pay after weeks of frustrating followups. On arrival at the governor’s office the enumerators were asked to:
- Sign a form that did not specify the amount they were going to be paid
- To sign for lunch which officials had categorically told them that will not be paid…
Other concerns include:
- Bumula, Kanduyi, Sirisia, Kabuchai and Kimilili enumerators for instance received their lunch allowance less by 1,000 mid the exercise following complaints while Webuye West & East, Tongaren and Mt. Elgon got Kshs. 3,952 citing variance in distance
- Enumerators were forced to have lunch at Hillview Hotel costing Kshs. 1,000 each plate, money that was deducted from their pay.
- Transport allowance Kshs. 2,952 instead of 4,000 was paid one week into the exercise
- Sub-county Livestock field officers double as supervisors and enumerators at the same time. They earned double
This prompting them to imagine that officials want to use them to defraud the government. Its at this point that the accountant switched off his phone and disappeared.
After hours of picketing a two lists were availed bearing FARE, LUNCH and another that has ALLOWANCES. Enumerators decided to sign then with a lot of hesitation though
For weeks Bungoma KLMP Data Collection WhatsApp group has been on fire following vicious exchanges between organizers and the enraged enumerators. Here is a concern that set the pace for the exchange;
Dear honorable members,
We are jobless youths from Bungoma county who devoted ourselves between 20th may to 3rd June to solicit Data which would help our government in planning through the ministry of livestock.
We would like to Express our frustrations in how we have been treated throughout the exercise as follows:
Our allowances for the training were as follows:
Fare and lunch reimbursement at the rate of 1000 each for two days would be 4000.
Second cohort of the training received 3952 while first cohort of the training received 2952.
We demand the deficit of 1000 per enumerator.
The acting director for livestock stated clearly that each enumerator would be paid at the rate of 2000/- per day
The mapping exercise was meant to run for 15days beginning on 20th may.
Members of cohort one were forced to begin the exercise a day earlier.
In addition,we are being forced to continue the exercise until Tuesday next week with no payment arrangements.
We have noted that some people are listed as enumerators working in the field yet they’re county employees on county payroll in various departments.This brings about conflict of interest.
The amount expected by each enumerator is 30000
