The County Public Service Board (CPSB) has been put on the spot for failure to implement employment promotions as demanded by the employment ACT.
“The new members of the board could NOT trace the documents prepared by the previous office bearers. We are therefore planning to redo the whole exercise all over again”
The CPSB led by its Chairman, Mr. Jonathan Namulala Nyongesa has over time received promotion-requests from various departs after which they retreated to Joventure Hotel – Kisumu last August to scrutinize them. The members of staff who have been working for over 5 years have gotten impatient of waiting, met with a deafening silence from the govt… They have therefore reached out to #iKUWEiKUWE Movement to assist in getting answers.
Upon receipt of the concern, I contacted the CECM who promised to revert in vain.
Thru #iKUWEiKUWE rats i gathered the following;
- The CPSB retreated in Joventure Hotel – Kisumu last year in August to prepare promotions within various ministries
- They ended up promoting few deserving cases in the Agriculture depart.
- The rest of the departments have been kept in darkness
- When asked to explain the UNUSUAL delays as the Ag. Chief Officer – Finance (accounting officer) Namulala who also doubles as the Chair CPSB OUTRAGEOUSLY shifted blame to CPSB committee saying… The new members of the board could not trace the documents prepared by the previous office bearers. We are therefore planning to redo the whole exercise all over again.
- On Wednesday, June 24, 2020 Namulala was put to task to explain the UNFORTUNATE delays… He was as usual speechless before he later threw the blame at the CPSB, a committee he serves as the Chairman since 6th Sept 2020.
Our #iKUWEiKUWE rat stationed in the corridors-of-power informs that money that was allocated for promotions has already been utilized but CANNOT be accounted for by the Ag. Chief Officer – Finance… #iKUWEiKUWE is NOT surprised by this discovery for Bungoma County govt has been notorious for diversion of funds, this has put Namulala in trouble with EACC/DCI numerous times… The latest being one with treasury which is said to have only released salaries as it withheld cash for development until it’s furnished with proper records.
